NB All participants must come prepared with one issue/s that they wish to lobby for at CSW and Beijing plus Five. They should identify this issue in the Big Blue Book,(Symposium Report) and if it is not included, bring a one page statement of why it should be.

To give an example, the issues I bring will be those of refugee women and rape and sexual torture in war and other conflict situations.

While this workshop will be focusing on CSW and Beijing plus Five, the lobby training will be generalisable to other UN meetings.

Detailed Workshop Program

Workshop aims:

1. To train an effective and well prepared Australian lobby team to take part in CSW and Beijing plus 5 (Women 2000)

2. To Plan Strategies and Actions to ensure that ensure that issues from
Australian NGO’s are discussed and incorporated into the
proceedings and documentation of CSW and "Women 2000"

3. To devise strategies to work effectively with the Australian Government Delegation at these meetings.

10.30 Session 1:
a. An introduction to the United Nations
b. Overview of the CSW, DAW and CONGO - structure and functions – Resource person

Session 1 - Objectives:
Upon completion of this session, participants will:
1. be able to demonstrate an understanding of the roles, functions and key players in OSW, CONGO and other bodies
2. Identify how to use this information as part of a lobbying strategy.

Session 1 Activity Participants will plan ways in which to work with various players and committees in CSW and CONGO

Session 2 -Objectives:

At the end of this session, participants will:
1. be familiar with:

  • The Beijing Platform for Action
  • The Nairobi Forward Looking Strategies
  • The Universal Declaration Human Rights
  • CEDAW
  • The Convention on the Rights of the Child
  • The Australian/Sub-Regional Report in preparation for Beijing plus Five
  • The Report of the Regional NGO Symposium
  • The Little Blue Book – Regional Lobbying Document

2. make the linkages between the documents

3. use the documents, when appropriate, as part of the lobbying strategies

Session 2 Activity Participants will identify sections of the relevant documents which can be used to lobby for their particular issues.

a. Understanding the various political groupings, such as G77 - Resource person

Session 3 - Objectives

Upon completion of this session, participants will:
1. be able to identify the various major players at the UN
2. develop strategies for appropriately using these political groupings whenever possible, or to minimise their impact if they are proposing outcomes perceived as harmful to the women of our region.

Session 3 Activity Participants will identify key groups relevant to their particular issues, who they will need to target either to sponsor issues or to defend issues

EVENING SESSION

Sharing issues which we want to take to New York, things that we want to achieve, hopes and fears. This discussion will form the basis of session seven, when we plan our overall lobby strategy.

Session 4 - Objectives
Upon completion of this session, participants will:
1.be able to draft documents in acceptable UN language
2. use previously ratified language as part of new proposals
3. amend and draft instant and effective responses during drafting sessions

Session 4 Activity Participants will draft appropriate language for the issues which they are focusing on, and amend the Little Blue Book and addendum if necessary.

Session 5 - Objectives

Upon completion of this session, participants will:
1. identify effective lobby strategies and actions for use at UN meetings
2. examine a range of formal and informal lobby tactics and identify when each is appropriate.
3. Plan strategies for working effectively and co-operatively with the Australian delegation

Session 5 Activity Participants will plan strategies for CSW and Beijing plus Five for the planning session

Session 7 Objectives

Upon completion of this session, participants will:
1. identify a number of demands from Australian NGO’s which we wish to take forward to CSW and Women 2000 (based on the Little Blue Book)

2. Develop and plan a lobby strategy for participants from Australia for CSW and Women 2000

Session 7 Activity Participants will draft the Australian lobby strategy

HOW THIS PROCESS WILL WORK

As an example of how the process will work, I will be focusing on the issues of refugee women, and rape and sexual torture in war and conflict situations.

Session 1 – I will be looking at what can I draw on form the various documents presented which will help me to lobby for refugee women and women in conflict most effectively.

In Session 2 - Is there something or someone in CSW who may be of assistance. (For example, DAW has made refugee women a priority issue until the end of 2000 - how can this information be of use to us?)

In Session 3 I will be seeking to identify which political grouping might be responsive to refugee women, and which are likely to block any changes to current conventions and agreements?

In Session 4 I will be learning what I need to draft to lobby for refugee women, for example, an intervention, or some words ready for a drafting committee What should I base these on, and what is likely to be acceptable wording?

In session 5 I will concentrate on how can I get my concerns to the attention of the people who may be willing and able to sponsor them. How do we draw attention to the concerns of refugee women?

In session 6 I will work on how we draw all of these issues together as part of our regional lobbying strategy - how doe we divided the work, how do we help and support each other. What do we do if we don't agree on a regional issue?
