Establishing
Australian women's email lists
Note: this section has been established to try to help to address the difficulty many women are having trying to work out how to establish email lists. One of the reasons this is difficult is that many Australian internet service providers are not advertising on their web sites that they actually do provide lists.
What are email lists *Who provides email lists * Pricing
* Sites offering free email lists * Universities * Community webs * Non-profit rate service providers * How to establish a list * Questions
There are two kinds of email lists. First - the kind you make yourself when you copy your email to a list of email addresses you insert in the cc. field of your email. Second - email lists which sit on a server (host computer) running on a mailing list management program. It is the second kind which this page is about.
A 'mailing list management program' is a computer program - and in this instance what the program does is to set up a process for people (generally called 'subscribers') to add their email addresses to an email list using the program. If the person who establishes the list (eg you) wants to check and approve each request to be added to a list - you can tell the program to do this.
A mailing list management program is like a word processing program in that the one program can be used to make as many documents (in the case of a word processing program) or as many lists (in the case of the mailing list program) as are wanted. The one mailing list management program installed on a server could offer hundreds of lists - the best example of this are universities - many have hundreds of separate lists operating from the same mailing list management program.
A mailing list management program makes each message posted to the list, go to everyone on the list. Ausfem Polnet now has over 500 subscribers. When you send a message to the list - it goes to everyone ie. you don't have to put all the subscribers in the cc. field of your email.
The mailing list management program can be set to keep
copies of all messages posted to the list. This is called the 'archive'.
Some mailing list management programs can be told to send messages received by the list to
subribers at a particular time - eg. immediately or every two days etc. When messages are
grouped up by the program and sent later (eg. every second day) - this is called 'digesting'.
Some programs also allow each subscriber to say how frequently they want to receive messages posted to the list (eg. immediately, once a day, once a week etc.)
The most frequently used mailing list management programs are 'majordomo', 'listproc' and 'listserv'.
Very few people have 'servers' where they can host a mailing list management program. Most people who want to establish an email address consequently look for an email list provider.
There are a number of options eg. business providers, non-profit providers, community webs, and universities.
In relation to businesses - you can inquire with your own business Internet Service Providers - ie. ask your ISP whether they provide email lists.
Normally you don't have to have an account with an ISP who does provide lists to be able to arrange for them to establish your list. As an example, the NWJC has had email lists through Vicnet but Vicnet is not the NWJC's ISP and the NWJC does not have a Vicnet email address / account.
You can shop around Internet Service Providers - you could compare the prices of the big ones (eg. Big Pond, Ozemail) with smaller ones (eg. you local ISP).
The NWJC's experience is that many ISP's who do provide email lists do not advertise it on their web site ie. you have to phone or email around and many ISP's do not provide email lists at all.
There are two costs involved in running an email list. First, your time on-line as the list administrator recieving subscribe and unsubscribe requests and mail (ie. your normal expense of using email through your Internet Service Provider -'ISP'). The second set are the cost of establishing the list and also either 'renting' it for an annual fee or paying charges based on volume of messages posted / received.
The information which follows is about the cost of establishing and running an email list - not about your normal ISP online charges.
Experience indicates that the cost of establishing and operating an email list varies substantially.
You may be able to arrange a list for free (see
Universities, Community Webs and Free Lists below). If you are looking at paying - some
list providers charge a flat fee (eg. an establishment fee and an annual list
rental) and some charge by volume (ie. volume of traffic on the list which includes
the size of messages).
The latter means that you will not know in advance how much
it will cost you. Some also charge an 'archive' fee - this is a charge for storing
the messages received and making them available in the way you specify (eg. free on the
web - like Ausfem-Polnet; accessible on the web only to subscribers or accessible on the
web only to the listowner).
Some list providers will bill you through the post after list establishment and some require a credit card number in advance. Credit card billing may be a problem where volume charging applies because you may not know in advance how much will be debited to your card.
There are web sites which offer free email lists ie. you can go to the site and request a list and it will be established for you. These lists typically involve advertising requirements eg. advertising on the footer of all emails posted through the list with an active link back to the base web site which carries heavy advertising. Additionally, you should check what guarantees are provided in relation to privacy. There are two key issues. First, the possibility that free lists are offered in order to gain access to email addresses (ie. email address 'harvesting' for future unsolicited mail). Second, the privacy of messages posted to the list. If this is an issue, you need to check what guarantees are offered and also whether messages posted to the list are archived and whether the archive is in the public domain (ie. available to anyone to read on the web).

Most universities have policy on the provision of email lists to university staff members and students. If you fall into either of these categories you can check your university web page for information - it is generally under 'IT Services'. You may be able to establish your list or lists through your university.
Some Australian community webs provide email lists and may be open to requests to establish new lists. Examples are: Westnet and InfoXchange
Non-profit rate service providers
The NWJC has had direct experience with two Australian mailing list service providers. These are Vicnet and C2o. Information about pricing and list establishment is available on their respective web sites.
Normally, the way to establish an email list is to fill in a form requesting that the list be established. In the case of Vicnet and C2o - forms are either on the web site for printing or will be sent (emailed or faxed) to you on request.
For assistance and discussion about establishing email lists try subscribing to the W.I.S.D.O.M. or EFA-Women-learning email lists
